Project Payroll Administrator (12 Month Fixed term contract with an option of up to 36 months)

PROGRAM DESCRIPTION

The Basic Education Employment Initiative (BEEI) is a nationwide program where our client works in collaboration with the Department of Basic Education (DBE) and Unemployment Insurance Fund (UIF). It is the largest youth employment programme in South Africa, with approximately 250,000 youth who will receive soft and technical skill training. Our client will thus be supporting the upskilling of the youth and general workforce for integration into the educator space and general national industrialization, leading to either improved learning outcomes in the schools and/or to enhance their own pathways forward after the programme.

INTRODUCTION

Successful candidates will be travelling from school to school on a rotational basis monitoring and providing system support. They will also be responding to queries on the payment system.

JOB PURPOSE

  • To monitor monthly provincial payroll submissions ensuring that timesheets are timeously and accurately converted to net pay accordingly.
  • Monitor monthly, quarterly and bi-annual programme compliance / reporting.
  • Monitor & reconcile payroll monthly / quarterly budget (both wage & non- wage).
  • Assist with monthly accounting and record keeping.
  • Monitoring of schools to ensure compliance with the programme.
  • Providing technical payments support

RESPONSIBILITIES

  • Monitoring/vetting payroll information submitted by the province to ensure it is valid, approved and accurate
  • Perform analysis on province payroll data to identify any anomalies and track compliance with agreed pay rates and employee level split.
  • Compare/monitor actual wage costs to budget and identify reasons for variances
  • Checking PAYE, UIF, COIDA provisions for reasonability and ensure payment on the part of the province to relevant statutory bodies
  • Analyse exception reports timeously and follow up on unsuccessful wage payments to ensure timeous completion
  • Analyse recipient movements (Onboards, offboards, transfers)
  • Monitor province’s monthly progress reports against programme outputs
  • Monitoring schools for compliance with the overall programme objectives.
  • Providing technical support on the programme’s payment system.

Qualification

  • A Post Matric qualification – preferably in Finance, IT or Payroll.
  • Payroll related qualification

Experience

  • 3 years related payroll administration experience
  • Performing reconciliations, specifically Paye, UIF and COIDA
  • General office administration, queries and filing
  • MS Word; PowerPoint; Excel; Outlook
  • Project Administration will be an added advantage
