Job Purpose:
To ensure effective implementation, monitoring, and reporting of Health, Safety, and Environment
(HSE) performance in alignment with the Client’s standards and Key Control Indicators (KCIs),
supporting safe and compliant project delivery.
Key Tasks include but not limited to:
1. Implement CBRE Excellerate and the Client’s HSE policies and procedures across all project
phases — from design and procurement through construction, commissioning, and
handover — ensuring compliance among employees, contractors, and third parties.
Ensure strict adherence to the Client’s HSE standards, including all Key Control Indicators
(KCIs) and governance reporting requirements, across all project phases (design,
procurement, construction, commissioning, and handover).
Monitor and enforce compliance among all parties involved including contractors,
consultants, maintenance teams, site staff, workers, and tenant representatives — in
alignment with the Client’s regulations.
2. Responsible for securing all required permits and approvals for site operations, including
high-risk activities such as working at height, electrical works, and confined space entry.
3. Build strong working relationships with project teams, contractors, consultants, and all
internal/external stakeholders to ensure clear and consistent HSE communication
throughout the project lifecycle.
4. Lead and support in project-specific risk assessments for construction works, high-risk
activities, and commissioning operations, covering both planned and unplanned site
activities.
5. Ensure the implementation and communication of the Project HSE Management System at
all levels, promoting a positive environmental, health, and safety culture on site.
6. Provide guidance, mentoring, and technical HSE advice to project managers, site
supervisors, and contractor teams, ensuring safety practices and procedures are clearly
understood and applied.
7. Establish, monitor, and regularly update project HSE Key Performance Indicators (KPIs),
ensuring targets are met and corrective actions are implemented where necessary.
8. Prepare monthly Project HSE reports and present findings to client representatives, project
leadership, and relevant stakeholders.
9. Prepare and submit monthly and quarterly HSE reports to the Client’s regional and global
governance teams, highlighting KCI compliance status. Present key findings and updates to
senior management, client representatives, and auditors.
10. Monitor and review project incidents to ensure they are reported, investigated, and closed
with effective corrective and preventive actions to eliminate recurrence.
11. Manage the HSE training program for project teams and contractors in line with the Project
HSE Training Matrix, ensuring competency requirements are met.
12. Collect, analyse, and interpret project HSE data to identify trends, hazards, and near-miss
patterns, and maintain accurate records in applicable systems.
13. Develop and update HSE dashboards reflecting project performance, progress, and
compliance status.
14. Lead and participate in HSE performance monitoring activities, including construction site
inspections, equipment checks, safety audits, and incident investigations.
15. Support project teams in identifying, evaluating, and mitigating HSE risks related to design,
construction methods, and sequencing to maintain risks at an acceptable level.
What you will bring:
– Bachelor’s degree of Engineering.
– Minimum 5 years’ experience in Environmental, Health and Safety
– Knowledge of local country HSE legislations.
– Knowledge of ISO 45001, ISO 14001 and OSHA Construction requirements.
– Proof of previous Projects leading and managing experiences.
– Proof of previous construction site knowledge.
– NEBOSH International General Certificate (IGC) is a must.
– Excellent command of English and Microsoft Office skills.
– Excellent communication and presentation skills.
